新常态下公共服务型政府在新农村建设中的地位与作用?

改革开放以来，三农问题一直是困扰我国经济长期发展的重要因素。为了加快经济发展，破解农村发展屏障，十八大提出推进社会主义新农村建设。以改善民生为核心，解决公共服务和社会管理的现实困境，审视与解决政府管理存在的问题，探求新农村建设中基层服务型政府的地位与作用，构建“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的新农村，具有重大的现实意义。

Position and Function of Public Service Type Government in the Construction of New Countryside under the New Normal

Abstracts:Since the reform and opening up,the three rural issues have been an important factor in the long-term development of China's economy.At present,our country is in the key period of real-izing the four comprehensive development strategy.In order to speed up economic development,to break the city and countryside development barrier,to alleviate the backward situation of rural devel-opment,The Eighteenth National Congress of the CPC put forward to promoting the construction of new socialist countryside under the new normality,and pointed out the path of further improvement. This is the inevitable requirement of the development of the times and the construction of a harmoni-ous society.We should improve the livelihood of the people as the core,solve the predicament of pub-lic service and social management,review and solve the problems existing in the management of gov-ernment,seek for new rural constructions in the local service type government,explore the status and function of the basic level service oriented government in the construction of New Countryside,and construct the new rural areas of"production development,well-off life,civilized rural custom,clean village environment,and management democracy".
