论政治文明建设的基本原则

On Fundamental Principles of Establishing Political Civilization

The 16th National Congress of CPC calls on adhering to the three fundamental principles for establishing the socialist political civilization, namely: to combine the need to uphold the Party's leadership and to ensure that the people are the masters of the country with the need to rule the country by law; to learn from the achievements of political civilization of mankind and proceed stick to innovation in the light of China's conditions, and to promote the reform steadily, surely and progressively. An in-depth study and comprehension of the three principles and their essence will be of great importance to guiding the development of socialist political civilization.
