| 摘 要： | 我国沿海城市的软环境建设必须树立科学发展观,转变传统的思维方式,以经营城市资源为出发点,推进海洋经济型城市"软环境"建设;树立科学发展观,以人为本营造海洋文化氛围,把城市品牌和无形资产做大并能可持续发展;树立科学发展观,努力构建"软环境",让海洋经济型城市充满活力和生机.
