基于DEA的区域经济发展综合评价

城市经济是一个多投入、多产出的复杂经济系统，其经济发展效率评价涉及的指标众多。数据包络分析方法（DEA）是一种评价具有相同类型投入和产出的若干个生产或非生产部门（决策单元）相对效率的有效方法，可用于评价区域经济综合发展。将DEA理论运用于重庆市40个区县的经济系统的分析，利用产出导向的BCC模型衡量可变规模报酬下各区县经济发展的相对效率，并根据评价结果结合各区域实际情况提出了提高发展效率的建议。实证结果表明，重庆市40个区县的经济发展有效性整体较差，仅渝中区、江北区、九龙坡区、南岸区、双桥区、潼南县、璧山县7个区县相对有效，且存在着较为明显的差异。全市劳动投入冗余现象较为突出，而社会消费品零售总额则表现出明显的产出不足特征。

An Empirical Study on Comprehensive Evaluation of the Regional Economic Development by DEA

Urban economy is a multi-input and multi-output complex economy system, and the indicators to evaluate its development efficiency are numerous. The method of data envelope analysis （DEA） is a good way to evaluate relatively efficiency of Production or Non-production Departments （ Decision Making Units） with the same type of inputs and outputs,and available in evaluating the development level of the region economy. DEA theory is applied to analyses Chongqing 40 Districts or Counties economy development. It uses the Output-Orientated BCC model to measure these districts or counties economy development relatively efficiency under the assumptions of variable returns to scale. The results show that, the Chongqing 40 Districts or Counties economy development efficiency overall is bad, only Yuzhong District, Jiangbei District, Jiulongpo District, Nan＇ an District, Shuangqiao District, Tongnan County, Bishan County are efficient, ane there is a more obvious difference between the units. The input slack of labor factor is prominent in this city, and the output slacks display obviously in the output of social consumable total volume of retail sales.
