| 摘 要： | 欧盟共同外交与安全政策 (CFSP)支柱存在着诸如结构失衡、决策效率低下、运作机制失调、政策工具缺乏、依托杠杆不力等制度性缺陷 ,“一个声音的欧洲”目标远未达到。就对华关系而言 ,2 0世纪 90年代以来欧盟的共同对华政策一方面为中欧关系提供了契机 ,推动双边关系的健康发展 ;另一方面上述缺失对中欧关系的影响也是复杂的。欧盟共同对华政策框架内各领域的不同约束力和“双轨制”特征增加了中国对欧决策的难度 ,“正 负外溢效应”都可能出现。在相当长一段时期内 ,中欧关系的重心仍然是中国与欧盟成员国间的双边关系

| Abstract: | The institutional flaws of EU CFSP go as follows: structural disequilibrium, low efficiency of decision-making, disharmony in aspect of operational mechanism, and low efficacy of policy instruments. "One-voice-Europe" is far from its designated target. With regard to Europe-China relation, EU's common foreign policy to PRC has pushed forward the bilateral relation on one hand, but on the other hand it has caused both positive and negative impacts on Europe-China relation. The double-track distribute of Europe-China relation has been more obvious since 1990s, however the bilateral relation is still characterized with the relations between PRC and member-states of EU. |
