| 摘 要： | 社会公正是人类的普遍诉求,维护社会公正与促进社会发展,是执政党的基本职能和首要责任。制度公正是社会公正的基础,制度公正主要包含制度的实质公正和程序公正,即制度的内容公正与制度运行的公正。当前我国存在着制度本身与制度运行的不公正问题,解决制度公正问题,实现社会的公平正义是执政党肩负的重要责任。

| Abstract: | Justice is the common earnest hope of human beings.It is the basic function and primary responsibility for the ruling party to maitain society justice and promote society development.Institution justice is the foundation of the society justice,which mainly includes practical justice and program justice,that is,the justice of the institution's content and function.There exists unjustice of the institution and its function in our country now,therefore it is very important for the ruling party to realize the justice of the society and the institution justice. |
