| 摘 要： | “论德使能”制度是中国古代的人才甄选制度,它是运用全面、严格的“德能”标准和考察手段对入仕者进行甄别和选拔,并根据德能水平的高低委以相应官职的制度。其主要内容包括“六征”、“九用”、“官能”等。这一制度在实施中,具有自下而上的周期性推选、崇德与绌恶并重、甄选标准的德能兼备等特征。

| Abstract: | Selecting talents and appointing officials by their morals and abilities is the institution of selecting talents in Chinese ancient times.Its main contents include "six features","nine functions" and "appointing officials".In the implementation of the institution,there are the characteristics of periodic electing from top to bottom,paying attention to both advocating moral and rejecting evil,giving consideration to both moral and ability for the selection standard. |
