城市反恐安全区划与等级研究

当前,恐怖主义发生了新的变化.城市越来越成为恐怖袭击的重要目标.城市反恐体系的构建成为维护公共安全的基础.由于反恐资源和受威胁程度的差异,不可能对所有城市进行相同标准的反恐配置.本文提出了对城市进行分等、划区的思路及其量化指标的原则,以求更合理地配置资源,建立更有效的城市反恐系统.

Regional Security Distribution and Rating in Urban Areas for the Purpose of Anti-Terrorism

Since the target of the terrorist attack is now shifting to cities,the anti-terrorist security system estab- lishment is becoming increasingly important to ensure the safety of the urban public.The imbalance of anti-terrorist resources and threat entails a varied security resource distribution.The paper suggests ways of district classification, rating,and indices for this rating in the course of establishing a sound anti-terrorist security system.
