| 摘 要： | 非政府公共组织的出现和发展是我国公共管理领域正在进行变革的一个重要体现。与政府机构及其他组织相比较,非政府公共组织具有一些明显的优势,当前,我国非政府公共组织的发展仍存在许多亟待解决的问题。因此,非政府公共组织要想充分发挥其优势并有大的发展,就需要有一系列的制度保障,特别是在政治、法律以及自身建设等方面。

| Abstract: | The advent and development of NGPO of our country is one of the most important reforms in public management. In comparison with the government structures and other organizations, NGPO has some evident advantages. At present, there still exist many questions to be solved in the development of NGPO. So, if NGPO wants to give full play to its advantages and greatly develop, there must be a series of institutional safeguards, especially those from politics, laws and its own constructions. |
