| 摘 要： | 苏美尔王权观念是古代两河流域文明思想文化领域的重要成就之一，也是后世巴比伦和亚述王权观念的根本源流。苏美尔王权及王权观念经历了三个发展阶段，分别是王权萌芽及形成阶段、从早期王权向专制王权转变阶段及专制王权加强和完善阶段。在苏美尔王权及王权观念的发展过程中，苏美尔王权的基本特征形成，主要反映在其阶段性、神圣性及至高无上的专制性等方面。

| Abstract: | As the main heritage of ancient Mesopotamian civilization and the basic origin of Babylonian and Assyrian kingship, development of Sumerian kingship and its concept can be divided into three main stages： emergence, transformation from early kinship to despotism and consolidation. During these stages, the main characteristics of Sumerian kingship could be observed as gradual advancement, sacred kingship and unique despotism. |
