| 摘 要： | 当代西方经济学在研究市场失灵的过程中建立了外部性理论,并运用外部性理论对市场失灵的不同情况进行了解释。西方经济学外部性经济理论的提出,为改善生态环境的外部性提供了理论依据。依据外部性理论,西部地区生态环境建设的基本思路是:运用产权手段解决西部生态环境问题,具体包括:强化制度安排,解决西部经济发展过程中的外部性;建立西部地区的生态环境补偿制度和污染治理制度等措施。

| Abstract: | The theory of externality is established in the process of research on market failure.The theory of externality provides the improvement of ecological environment with a theortical basis.According to the theory of externality,the basic thoughts of the construction of westen ecological environment is as follows.Solve the westen ecological problems by the means of property rights.It includs strengthening the arrangements of systems to solve the externality in the development of westen economy,establishing a compensation mechansim and pollution-treatment rules and etc. |
