| 摘 要： | 科技创新能力日益成为区域竞争力的决定性因素,科技创新能力主要包括科技基础能力、科技投入能力和科技产出能力等。通过对浙江省科技创新能力的纵横向比较分析,发现浙江省目前存在科技创新活动能力不强、创新人才资源缺乏和自主创新不足等主要问题。应从人才、经费和创新研究等方面来提升科技创新能力,为浙江省区域创新体系建设提供支撑。

| Abstract: | Technical innovation capability （ TIC ） is becoming a decisive factor in regional competitiveness. Technical innovation capability includes the capability of technology basis, input and output. Through a horizontal and longitudinal analysis of the TIC of Zhejiang the paper finds that there exist three problems with the Zhejiang＇s TIC： sluggish in technical innovation, lack of innovative personnel, and insufficient independent innovation, etc. It is proposed in the paper that the TIC in Zhejiang be improved from the aspects of talents, fund allocation and innovative research, so as to provide a strong support for the development of a regional innovation system in Zhejiang. |
