| 摘 要： | 针对辽宁省就业结构与产业结构关系中存在的高偏离度问题，采用实证分析方法，分析了辽宁省1978—2007年就业结构与产业结构的偏离程度．并与北京、上海比较，得出二元经济体制惯性、资本密集型主导、科技含量低是高偏离度形成的主要原因，最后提出打破城乡二元体制、坚持科学发展观、促进第二产业升级、扶植新兴行业发展等政策建议。
