| 摘 要： | 区域产业耦合为区域经济协调发展的重要途径，在国内外学者对区域产业耦合相关研究的基础上，结合区域与产业特性，借鉴系统耦合理论，提出了区域经济发展在区域内产业耦合、区域间产业耦合及区域社会总体的耦合作用机制。建立评价指标体系，对2004—2008年黑龙江省东部煤电化基地和哈尔滨、大庆煤化及石化体系进行灰色关联分析，并对区域内产业体系耦合和区域间产业体系耦合度量化，进而提出在区域政府、产业关联、市场与产业融合等方面促进区域产业耦合的政策建议。
