我国农村公共产品供给的现状分析及对策研究

针对农村公共产品供给中存在供给不足、供给不公平、供给失衡等现实问题进行深入分析,并提出消除体制障碍,建立城乡一体化的公共产品供给体系;构筑以农民需求为导向的农村公共产品供给新机制;规范各级政府事权和财权的划分,明确其主体作用;构建多方面、多渠道资金供给机制等一系列解决对策。

Status Quo Analysis and Countermeasure Study on Supply of Rural Public Product in China

A deep analysis is conducted to probe into problems of insufficient supply, unfair supply and unbalanced supply. A proposal is put forward to eliminate system barriers and build public product supply system integrating urban and rural area, thus con- structing new supply system by taking the demands of rural population as orientation. Based on those analysis, a series of countermeas- ures are studied, which includes classification of rights of governments at each level, determination of the leading role, and the construction of multi-aspect and multi-channel fund supply mechanism.
