国防语言能力核心要素主要包括语种数量、语言水平、语言队伍、语言资源、语言技术、翻译能力、话语能力、语言管理。根据我国我军的实际需要,国防语言能力配置应做到以军队建设为主要导向;语种数量能够满足军事斗争准备;走军地协同合作的人才队伍建设之路;加强国内外的语言资源建设;把握一流技术智能化建设发展方向;强化多语种的军事翻译能力和军事话语能力建设;强力推进战略研究和规划。

On the Structure and Configuration of Defense Language Capability

The core elements of national defense language capacity include the classification of languages,language proficiency level,language talents team,language resources,language technology,translation ability,discourse ability and language management.Following the actual situation of the Chinese military,the configuration of national defense language capacity construction should take the military construction as the main guidance,ensure the storage of languages meeting the requirement of combat readiness,take the road of military-civil joint construction,rely on local resources to cultivate military foreign language talents,consolidate the basis of resource construction at home and abroad,give full play to technical advantages and treat military intelligent foreign language as the core;highlighting the construction of multilingual military translation and interpretation as well as military discourse;pursuing strategic research and planning.
