As the core elements of national science and tech- nology programs, independent innovation, is directly related to the rise and fall of the nation, and the competitive- ness of the nation. First the paper analyses the four outstanding Problems influencing factors of innovation capability in the operation of the national science and technology programs, such as the lack of incentive mechanism for the enhancement of innovation capability. Then it puts forward four policy recommendations, including the conformity of responsibilities and rights in the implement of the national science and technology programs, etc.
