民主治理视域下城市社区有序政治参与的时代要求

"依赖—庇护"、"委托—代理"的社区管理模式已经不适应现代社区居民有序政治参与的要求。而以"合作—协商"为价值原则指导下的社区民主治理,可以有效促成居民理性有序的社区政治参与,提升公共政策质量。因此,通过提高社区居民对社区共同体及其治理体系的认知、信任与认同,增强党和政府权威部门对政治参与的价值引导与制度建设,提升社会组织沟通、疏导、组织化作用等社区协商民主路径,促进居民对社区民主治理体系的认同与归属,加强社区民主参与的整合与引导,提高社区政治参与的组织化建设,从而最终提升社区居民政治参与的质量。

Requirements for Contemporary Orderly Participation in Urban Community Democratic Governance

To strengthen the value guidance and structure design of Party and government will integrate the public participation. The promotion of social organization＇ s capacity of communication and organization will improve the level of systematism and orderly political participation ultimately.
