西部地区自然资源开发模式探讨--以龙滩水电站库区为例

文章对当前龙滩水电资源开发利益分配政策进行评估,并从土地关系方面对“苦是移民”的问题进行重点剖析。认为农民应以土地入股参与资源开发,从开发收入中获得平均利润。提出应借鉴加拿大的自然资源开发经验,创造适合于中国西部可持续发展的自然资源开发新模式。

A Discussion of the Pattern for Exploitation of Natural Resources in Western China: An Example of the Reservoir Areas of Longtan Hydropower Station

This paper assesses the distributive policy of the interest with the exploitation of hydroelectric resource in Longtanand stresses the analysis of the problem that "suffered emigrants" from the angle of land relationship. The author argues that the local farmers should turn their lands into stocks to participate in the development and get an average return. According to the paper, a new feasible exploitative pattern should be created under the sustainable development of the west and Canada's experiences can be drawn on in this regard.
