国务院新闻办“四个民族问题白皮书”新解

在中国现时的宪政体制中,民族区域自治制度与人民代表大会制度和政治协商制度并列为国家的三大基本政治制度。民族区域自治制度是由执政党的民族政策和国家的宪法、法律经长时期共同凝聚定型而成为国家的一项基本的政治制度,它的贯彻实施主要依靠政策与宪法、法律的途径与形式来进行,但这并不排斥其他的途径与形式,应当尽可能地扩展或延伸其他的途径与形式。《西藏的民族区域自治》等四个白皮书的发布,可以视为实施民族区域自治制度的创新途径与形式。

A New Exploration of the Four White Books on Ethnic Minorities Published by State Council of China

As the three basic political systems,Ethnic Regional Autonomy System,together with the System of People＇s Congress and Political Consultation System constitute the present constitutional regime in China.Ethnic Regional Autonomy System is the result of a long-term composition of ethnic-minority policies,national constitutions and laws.Though it is often implemented in forms of relative policies,constitutions concerned and specific laws,other kinds of ways and forms should not be excluded.The Four White Books including Ethnic Regional Autonomy in Tibet can be regarded as innovative ways to implement the System of Ethnic Regional Autonomy.
