摘    要:因升学考试而产生的广泛意义上的"应试教育"蔚然成风,并未因"素质教育"的提出与新课程改革的推进而有效地解决。基础教育作为培养未来社会公民的基本教育,它的目标应该是公民的基本素养而非未来的学科专家,它的内容应该是全面而综合的各种素质,而非升学应试的知识碎片。素质教育的真正推行在于合理把握教育的两极之道,既要从宏观上有效管理教育事业,使它按教育规律办事,又要从微观上重视教育教学之人文性所在,充分发挥教育中人的作用与价值,促进人的发展,培养合格的社会公民。

Abstract:Due to entrance examination of various levels, the problem of "examination -oriented education" has beeome a corn- man practice, and the advocating of "quality education" and the promotion of the new eurrieulum reform have failed to solve it effectively. Basic education, as a primary edueation for training citizens of the future society, it should aim at the basic qualities of citizens rather than the future subject experts. In content, it should include a variety of comprehensive and integrated quali- ties, rather than some entrance examination knowledge fragments. The real implementation of quality education lies in a reasona- ble grasp of the bipolar aspects of education. On the maero aspect, it is an effeetive management of education to make it perform in accordance with the educational law; its micro aspeet lies in humanistie edueation, giving full play to the role and value of hu- man in the process of education, so as to promote human development and euhivate qualified eitizens.
