美国介入韩日岛屿争端的立场演变

战后美国将独岛(竹岛)交予驻韩美军管辖,随后支持日本对该岛的主权声索,杜鲁门政府对独岛(竹岛)归属的立场变化是韩日岛屿争端产生的直接原因。冷战时期美国始终在韩日岛屿纠纷中扮演仲裁者角色。进入21世纪后美国掩盖对独岛(竹岛)主权归属的立场;同时推动日本搁置争议,拉拢韩国共同应对中国崛起。从削弱日本、遏制苏联到防范中国,美国的东北亚战略威胁认知影响着它在独岛(竹岛)争议的倾向。奥巴马政府在表面"模糊"主权归属,同时加大对争端的调控力度,控制独岛纠纷对美日韩合作的阻碍作用。美国在独岛争端中的立场变化引导韩日岛屿争端呈现降温趋势,降低了东北亚各国联合应对日本挑战战后国际秩序的可能性。

A Review of US Policy on the Islands Dispute between ROK and Japan

The administration of Truman transferred Liancourt islands to the jurisdiction of the United States Forces stationed in ROK after World War II, and then supported the sovereign claim of Japan to those islands. The change of U. S policy on Lian- court islands was the direct cause for the emergence of this dispute. During the Cold War, the U. S. always played the role of arbitrator in ROK - Japan islands dispute. After entering the new century, U.S. maintained no opinion on the islands sovereignty, while pushing Japan to table this issue to cozy up ROK to answer the rise of China. From the weakening of Japan, the containment of USSR to guiding against China, America＇s cognition of the strategic threat from Northeast Asia determines its policy on intervening in this dispute which has been mentioned above. The Obama government holds a blurred attitude to this issue on the surface, pays growing attention to limiting the effect of islands dispute between ROK and Japan, and decreases the obstruction that blocks the trilateral cooperation of U. S. , Japan and ROK. The change of the position of the U.S. leads to a cooling trend in the islands dispute between ROK and Japan, and reduces the possibility of Northeast Asian countries jointly tackling Japan＇s challenge against the post- war international order.
