财政农业支出对西部城乡一体化发展的影响——基于云南数据的实证分析

城乡经济一体化是城乡一体化的重要内容,加快城乡一体化的发展有利于打破城乡二元经济结构、促进城乡统筹发展。城乡一体化发展是一个资金投入不断增长的过程,且随着城乡一体化实施进程的深入,城乡融合的要求越高,资金的投入就越大。西部地区以县域为基础的城乡一体化,主要是政府推动为主导的城乡一体化。由于国家级贫困县较多,财政赤字严重,财政农业支出可持续问题成为西部大多数地区城乡一体发展中的重大问题。云南是国家级贫困县最多的省份,本文以云南为例,利用超越对数生产模型对城乡经济一体化与财政农业支出的关系进行实证分析,提出西部地区解决城乡一体化财政农业支出可持续发展的思路及建议。

The Influence of Fiscal Agricultural Expenditure on the Development of Western Urban- Rural Integration -- An Empirical Analysis Based on the Data of Yunnan Province

Economic integration is an important part of urban and rural integration, the speed - up of which is conducive to break the dual economic structure and promote the development of urban and rural areas as a whole. It is a process of continuous money input ; the higher the level is, the greater the capital investment will be. Besides, the integration in the western regions is county - based, and is mainly led by the local government. However, due to the large number of state - level counties and severe fiscal deficits, sustainable fiscal agricultural expenditure has become a major problem in the development of urban and rural inte- gration in most western areas of China. Taking Yunnan province as an example, this paper makes an analysis of the relationship between urban and rural economic integration and fiscal agricultural expenditure by use of trans - log production function. Then it puts forward some suggestions to deal with the problem of sustainable development of fiscal agricultural expenditure in the eco- nomic integration of western regions.
