| 摘 要： | 光绪年间江南民间的河南义赈。主要有光绪三年和十三年两次,之后则趋于衰落。义赈的兴起与河南官方救济的严重不足、江南善堂的传统救济功能、西方近代救济行为的示范及《申报》的作用等有关。与官赈相比,民间义赈的特点主要体现在专而精的施赈方式更为高效合理、义赈措施更具有实效性和针对性、善后赈济更注重为灾民谋生路、注重对弱势群体的救助、自捐自办的运行模式等五个方面。
