省级政府竞争之弊与跨省区域治理

利益驱动的省级政府竞争,由于缺乏相关制度的约束,无论是纵向层面的非均衡状况还是横向层面的两败俱伤结局,都表明其弊端很明显。跨省区域治理作为应对此弊端的诉求,能有效地打破省级行政区划的刚性限制,减少竞争成本,更好地促进省级政府利益的实现,而且实践中跨省区域治理的优势已经初露端倪。因此,有必要加大跨省区域治理的制度建设,一方面要加快跨省区域治理的组织建设,另一方面应加强跨省区域治理具体规则的制定。
