西方国家的政府改革经验研究综述

从研究方法、研究视角的异同出发,综述了近十几年来西方国家的政府改革的经验研究成果。在研究方法上,将政府改革的经验研究分个人经验归纳型、描述型和解释型三类进行了综述。对于西方国家大量的解释型的政府改革经验研究成果,则从组织社会学、行政生态学、制度分析和政策执行四个不同的研究视角进行了综述和比较。在此基础上,分析了国内外相关研究在方法和视角上的异同,并指出我国政府改革经验研究未来可能的发展方向。

Review of the Research on the Experience in Governmental Reform in Western Countries

With the differences in research methods and approaches as the starting point,this paper reviews the research achievements in the study of the experience in the governmental reform in western countries.Regarding research methodology,this paper classifies the studies of the governmental reform experience into experience summarizing,describing,and explaining,and makes a comparative study of a large amount of explanatory research fruits on the governmental reform experience in western countries from the perspectives of organizational sociology,administrative ecology,institutional analysis and policy enacting.Based on this,it goes on to analyze the similarities and differences in methodology and approaches of relevant research at home and abroad,and points out the possible development trend of the research on the Chinese governmental reform experience.
