网络社会的精神文明建设

网络时代的精神文明问题是一个关系社会发展的重要问题。现在，人们已经充分注 意到了网络发展对社会的积极作用，但是对于网络的发展对社会的负面影响，尤其是网络发 展对社会精神文明建设的负面影响估计不足。事实上，网络发展既为社会发展创造了有利条 件，也使社会发展面临新的问题。笔者认为，网络在社会发展中的双重作用取决于网络的自 身特性和社会性。网络社会的精神文明建设，要从以下几方面入手：①用马克思主义积极占 领网络这块思想阵地；②积极发展和引导网络文化事业，并对青少年和网络人才有计划地进 行网络道德教育；③完善网络技术，加强网络管理监督；④加强网络立法，实现网络运行法 制化。

Building spiritual civilization in the internet era

Spiritual civilization in the Internet era is an important issue conc erning social development.Thus far,great attention has been focused on the posit ive social impacts that the Internet has brought about,whereas,less has been giv en to the Internet's negative effects on social development,particularly,on the building of society's spiritual civilization.In fact,the growth of Internet has created not only favorable conditions for,but also new changes to social develop ment.This dual nature is resulted from the inherent technical and social charact eristics of the Internet.To build spiritual civilization in the Internet communi ty,the author suggests:(1)that the Internet as an ideological front be actively occupied by Marxism to prevent it from being used for ideological and cultural i nfiltration,(2)that guidance be actively provided to the Internet culture indust ry and ethics education be well planned and regularly conducted to youngsters an d the Internet personnel,(3)that the Internet technology be perfectcd and the ad ministration and monitoring of the Internet be strengthened, (4)that the Interne t legislation be strengthened to bring the operation of the Internet under the d esired legal and regulatory environment.
