我国农民职业教育发展及其影响因素 —基于31省(市、区)的实证分析

摘    要:开展农民职业教育与培训是提高农民综合素质的一种有效途径,对于促进农业科技推广和增加农民收入具有重要作用。文章通过运用层次分析法和主成分分析法对我国农民职业教育的发展水平及其影响因素进行评价。各地区的比较结果表明:各省之间农民职业教育发展程度差异很大,总体上东部地区发展最好,中部和西部地区相对偏低。影响因素的分析结果显示:农民的职业教育观念正逐步转变,参与程度呈增长趋势;我国中央和地方政府的资金投入对农民职业教育的发展具有重要的促进作用。今后在制定农民职业教育发展的相关政策时,要根据各地区的发展水平权衡各因素的影响程度,因地制宜并兼顾效率与公平。

Abstract:Carring out the farmer vocational education and training is a kind of effective way to enhance the farmers' quality and it is very important to increase the farmers' income and promoting agriculture science and technology spread. This paper will evaluate the development level of farmer vocational education and its influence factors by using the analytic hierarchy process and the ingredient analytic method. The result indicated that: the development degree of farmer vocational education in various provinces is different, best in the eastern area and relatively low in the middle and western areas. The result of influence factors showed that: the farmers' idea to the vocational education is transforming gradually and the participation degree assumes the growth tendency; the fund investment of central committee and local authority are very important to promote the farmer vocational education development. From now on when the related policy of the farmer vocational education development will be formulated, we should adjust measures to local conditions and give attention to the efficiency and fairness according to the development level to ensure the influence degree of various factors.
