| 摘 要： | "五个统筹"是全面贯彻科学发展观的根本要求.但各个统筹在落实科学发展观中的地位和作用是不一样的,其中起决定作用的是人与自然的和谐发展.因为只有人与自然的和谐发展才能为落实科学发展观提供最终动力、坚实的物质基础和根本保证.
