| 摘 要： | 科技的发明与进步，经济全球化和信息时代的来临，让劳动者工作的机会越来越少，失业的压力困扰 着整个社会。虽然每个国家都在提高国民素质，扩大社会需求，力争为各行各业创造多些工作机会，但是在很多人缺少 正式工作的情况下，如何创造千百万人的工作机会，就成了本世纪最为迫切的一个问题。
