| 摘 要： | 利益集团在当今公共政策制定过程中的作用已经越来越凸显。虽然在与精英政治的关系选择上，利益集团与精英政治既有矛盾又有整合，但是它所代表的“外输入型”政策制定模式却给精英政治所采纳的“内输入型”政策制定模式带来了直接冲击。

| Abstract: | The function of the interest group in the community policy formulation is already more and more obvious nowadays.Although the interest group and the essence political have either contradictory or conformity in their relational choice,the outside input policy formulation pattern which represents the interest group has brought the direct impact to the inside input policy formulation which is accepted by the essence political. |
