社会转型期NPO生产要素的多中心配置模式

包括人、财、物的生产要素配置是NPO生存发展的物质基础,直接关系到NPO的发展壮大和长远战略。我国现在的生产要素配置主流是政府行政化的单中心配置模式,这既可能使NPO成为政府的附庸而丧失自我,又可能造成NPO弱质和低能及降低对公民服务需求的回应性等弊端。建立和完善政府、市场、社会与NPO的生产要素多中心配置模式,将是促进NPO回归自我、增强能力建设及可持续发展的现实战略选择。
