| 摘 要： | 华北抗日根据地自然环境恶劣,为改善生态环境,根据地颁布了保护林木的法令政策,大力提倡植树造林,鼓励农民采用科学的造林技术,明确林地产权,通过保护与利用相结合、造林与发展经济相结合等办法,推动了植树造林运动的开展,从而减少了灾荒,给群众带来了经济效益,并为游击战争提供了有利的环境。

| Abstract: | To ameliorate the harsh natural conditions in the North China Anti Japanese Base, the authority promulgated decrees and policies for the protection of forests, advocated tree planting, encouraged the famers to adopt scientific planting techniques, specified explicitly the property rights of forest lands, and combined the tree planting with the economic development and afforestation movement, which led to the reduction of disasters, generated economic returns for the people and provided favorable circumstances for the guerrilla war. |
