图们江开发所面临的新形势与新课题

前一阶段,图们江地区的国际合作开发主要是以周边各国的自主开发为主,双边合作、小区域合作、地方间的合作稳步发展,但至今仍没有建立制度化经济合作机制。近期,我们的周边,特别是东北亚的形势发生了一些积极的变化,形成了大家主动地、积极地合作开发的态势。今后一段时期的图们江地区开发应为自主开发向联合开发及多国合作转换阶段。为了实现这一转换,需要采用一种新的、较为高级的合作形式———组建横跨中俄两国、中朝两国的边境经济合作区。

New Trend and Challenge for the Tumen River Area Development

Independent development by the neighboring countries in the Tumen River Area used to be the main form of international cooperation;meanwhile,multiple bilateral cooperation,cooperation confined in small areas and regional cooperation have been on the rise.However,a multilateral economic cooperation mechanism is yet to come.In recent years,some positive changes have converged into a new trend that the neighboring countries in this Area have started to take the initiative to join in the collaborated development.The priority in the near future should be the transition from the used-to independent development to the combined effort by the neighboring countries.The Sino-Russian and Sino-DPRK border economic cooperation zones,a new and advanced form of regional cooperation,should be established to achieve the goal.
