| 摘 要： | 立法听证是公民参与立法、管理国家事务的重要途径,是立法机关接受人民监督的有益形式,是保障公民监督权的重要方式.我国建立立法听证制度有宪法依据和理论基础.立法听证应坚持公开、公平与效益原则,以实现立法民主与科学的价值.不断完善与发展的立法听证制度是我国立法民主化与科学化的必然趋势.
