| 摘 要： | 科研机构是我国科技创新的重要力量,科研机构主要依靠政策指导。由于政策本身的随意性较大,有必要通过法律来规范我国科研机构组织的治理。科研机构本身应遵循科研规律、行政规律和市场经济规律,立法也是必需的。我国已具备科研机构立法的有利条件。从长期来看,科研机构立法是一条必经途径。 |
