农民工工资标准到底应是多少——以调查到的样本为例

"刘易斯拐点"提前在我国出现表明"工资不变的假定"只具有阶段性,为此探讨我国现阶段条件下农民工工资标准问题具有理论和实践的双重意义.在具备了初中文化程度的条件下,同一区域农民工工资的高低主要取决于从事的工种和农民工通过"干中学"所获得的技能.为此提出一些政策性建议:如要加大农村教育特别是职业培训教育的投入力度;政府要发挥其开发人力资源的公共性服务职能等.

How Much are the Standards of Migrant Workers' Wages Actually?——On the Random Sampling Investigation and Analysis of the Rural - urban Migrant Workers in Anhui Province

"Lewis,Turning Point"appearing in advance in China shows that "the hypothesis of the wages being fixed"is of stage.So probing into the wages standards of migrant workers under the new stage of China has both theoretical and practical significance.Through the random sampling investigation and analysis of the rural-urban migrant workers of Anhui Province,we know that migrant workers,wages standards are different from their type of work in production and their working areas.Their monthly wages are 50% higher than the peasants' average monthly income,and the proportion are also different from the work type and areas.Having the educational level of the junior middle school,the migrant workers' wages of the same working area are decided by their work type and skills through "doing while learning".More than 80% migrant workers are dissatisfied with their wages standards.Based on the data mentioned above,this paper proposes some policy suggestions,such as investing more in the rural education especially occupational training education,government should bring into play its public service function of developing human resource and etc.
