| 摘 要： | 立法提案是指有立法提案权的机关、组织或人员按照法定的程序和方式向特定的立法机关提出的关于制定、修改、废止某项法律法规的动议。立法提案与立法机关的立法规划有密切的联系。立法提案进入立法议程要遵循一定的程序规定。我国立法提案制度还存在一些问题需要在实践中进一步完善。

| Abstract: | The presentation of legislative bill refers to a motion that is put forward by organizations and parties enjoying the rights to present bill to make, revise, abolish certain law according to the legal procedure. The bill presented has close relationship with the legislative blue print of the legislative body. Certain regulations are expected to be observed to enable the presented bill to be in the law-making agenda. Some problems in existence in the bill-presenting system call for improvement. |
