在通常情况下,经济增长与教育之间有着显著的正相关关系。但陕西经济增长与教育之间却呈现出明显的负相关关系。究其原因,没有将丰富的人力资源这一潜在的优势转变为人力资本这一现实优势是重要的方面。因此,只有营造人力资本运行的良好环境、健全人力资本发挥作用的激励机制,充分发挥人力资本的增殖功能,将丰富的人力资源这一潜在的比较优势转变为人力资本这一现实优势,才能充分发挥教育对陕西经济增长的拉动作用,实现陕西经济的跨越式增长。

Thinking about the Negative Correlativity Of Economic Growth of Shaanxi and Education

In normal circumstances,there exists an obvious positive relationship between economic growth and education.But,there is a distinctly negative relationship in Shaanxi.The main reason for it is that the abundant human reserve,a potential comparative advantage have not been changed into human capital.Therefore,if that have been done by constructing good circumstances for running human capital,perfecting the system for human capital in full play,and performing the function for human capital multiplying,education could play an role in economic growth of Shaanxi,and achieve the economic growth by skipping.
