1939年青岛风暴潮灾害及其赈救述论

1939年8月底9月初，生成于太平洋的台风从正面登陆青岛，给青岛的社会经济和人们生命财产造成巨大损失。台风过后，青岛救灾委员会联合青岛各部门及社会各界展开了灾后救援行动，募集赈款赈济，通过对乡村灾民蠲缓赋税减少灾民损失。这场风暴潮灾害和灾后赈救，也暴露了青岛在灾害预防方面薄弱和灾后赈救的一些不足，为后世以借鉴。

A Study of the Storm Tide Disaster and the Relief Work in 1939 in Qingdao

At the end of August and early September in 1939, the typhoon which had been generated in the Pacific and landed from the front of Qingdao, causing huge losses to the social economy, life and property of Qingdao. After the typhoon, the Relief Committee of Qingdao, by uniting other departments and all circles of the society, launched a disaster relief action. They adopted different methods of relief, such as raising relief funds, cutting down or exempting from taxation for the rural victims to reduce their losses, and giving immunization to prevent the spread of disease after disasters. This storm tide disaster and post-disaster relief exposed the weakness of Qingdao in disaster prevention and some of the deficiencies in relief, which can be used for the reference of late-comers.
