论政府保护农民参与市场公平竞争的必要性及措施

农业生产具有周期长、风险高、经济效益低等特点,再加之我国农业技术落后、劳动生产率低、农民文化科技素质不高和获取市场信息不足等,这就决定了我国农业仍属于弱质产业,广大农民难以参与市场公平竞争,从而制约了我国农村市场化进程和农业可持续发展。所以,政府有关部门应当利用宏观经济调控手段和必要的干预措施,积极扶持农业发展,加大对农业和农村教育、科技的投入,培育良好的农村市场竞争环境,提高农民的组织化程度、文化科技素质和参与市场竞争的能力,改革户籍管理制度等,为保护农业部门和农民参与市场公平竞争创造条件。

On the Necessity and Measures of Government to Protect Peasants to Anticipate in the Fair Market Competition

The characteristics of agricultural production are long term,high risk and low efficiency.And other factors,such as the backward agricultural technology,low production,peasants' quality of cultivation and lack of market information,all determine that China's agriculture is still quite weak.Most peasants cannot anticipate in the fair market competition.Thus hinders the process of rural marketing and the sustained development of agriculture.Therefore,the concerning departments of government should make use of macroeconomic measures and necessary intervention to actively support agricultural development in order to create conditions for agricultural sections and peasants to anticipate in the fair market competition by doing the following things,such as to enlarge the investment to agriculture and rural education and technology,to develop fine and fair rural market competition environment,to improve peasants' ability of organization,cultivation and market competition and also to reform the census management system.
