居家养老服务政策效能与老年人满意度研究

在居家养老社区服务供给的过程中,必须关注政策的效能。老年人对服务的感受是最终的目标,因此可以借鉴以顾客为导向的满意度研究,来对居家养老服务的政策效能进行分析。基于在天津的老年人调查,通过有序logistic回归来进行分析。结果显示,在公共服务的投入方面,是否有居家养老服务中心及是否有老年餐厅对居家养老服务满意度有较显著的影响,而是否有老年活动中心则不显著。老年人对居家养老服务政策落实情况、居家养老服务质量、工作态度、职业技能、服务补贴等方面的评价,对满意度产生最为重要的影响。这些因素是公共服务部门在构建居家养老服务体系的过程中需要重点关注的,也是提高政策效能的关键。

The Research on the Effectiveness of Home- based Care Service Policy and the Elderly's Satisfaction

How effective is the policy when public service is offered to the elderly in terms of home or home-based care? The ultimate goal of home care services has to do with older people's feeling and perception, so we may use the strategy of customer-oriented satisfaction research to analyze the policy effectiveness of home care service. This article is based on an investigation of home case services for the elderly in Tianjin, employing ordinal logistic regression on the data collected. The results show that whether or not home care service centers and canteens were included in the provision of public services would have a significant effect on the elderly recipients” satisfaction, while the impact of elderly activi-ty centers was not significant. In terms of the perception of the elderly, how well the home care service policy was implemented, the quality of home care service, staff work attitude, professional skills, and availability of service subsidies had the most important influence on satisfaction. In the process of building a home care service system, public policy makers and providers should pay attention to these factors, which are a key to increasing the effectiveness of the policy.
