跨境“双非儿童”的特殊教育与康复

摘    要:需要特殊教育的"双非儿童"在以往有关跨境学童和家庭的研究中,一直备受忽略。以一项定性研究为基础,通过对"双非父母"的访谈,探讨双非儿童中患有自闭症、唐氏综合症等发育障碍的特殊儿童跨境求学就医所引发的个人和家庭适应问题。研究发现孩子在香港能获得较有效和全面的训练支持,环境对残疾人的歧视也较低;另一方面,孩子跨境就医求学,会对父母乃至整个家庭带来很大压力,甚至造成家庭两地分居,还要面对香港社会的负面评论。建议内地与香港政府在政策及服务上携手合作,协助这些家庭解决因特殊儿童引发的家庭适应问题和压力,并促进两地的特殊教育交流。

Special Cross Border Education and Recovery of the Non- native Children
Abstract:The non-native children who need special education have been neglected in the previous research of cross border schoolchildren and families. Based on a qualitative research and interviews with non -native parents, the paper researches on some individual and familial adapting problems caused by the non-native children who suffer autism or Down”s Syndrome. It is found that children can receive more effective and thorough treatment and support in HK, and discrimination towards them is less, and that cross border education can bring about great burden to the whole family and even fam-ily separation and negative public voice. The author suggests that Mainland and HK government corpo-rate in policy making and service providing in order to cope with those problems and promote educa-tional exchange on the issue.
