人口红利消失背景下的新型城镇化发展路径

随着我国人口红利的逐渐消失,经济结构调整的压力日益加大。新型城镇化作为带动新一轮经济增长的制度安排,在应对人口红利消失对经济增长带来的负面效应方面发挥着积极作用。通过对人口红利消失和新型城镇化现实考察及内在关联的分析,认为当前我国人口红利消失给新型城镇化提供了历史机遇也提出了更高要求,建议从产业升级、人力资本积累、公共服务均等化、制度优先设计、全民参与五个方面推进新型城镇化建设。

The Choice of New- type Urbanization Development Route in the Context of the Losing Demographic Dividend

With the gradual disappearance of demographic dividend, the pressure to adjust economic structure is getting greater and greater. As a system arrangement to bring about a new round economic development, the new-type urbanization plays a positive role in dealing the negative effect of the los-ing demographic dividend. This paper analyzes the losing demographic dividend, and investigates the new-type urbanization, and states that the losing demographic dividend bring about both historical op-portunities and challenges, and suggests that the new- type urbanization construction should be star-ted from five aspects: industrial upgrading, human resource accumulation, equalization of public serv-ice, system priority planning, and engagement by all people.
