流动人口基本公共服务均等化的德国经验及其启示

随着流动人口规模的持续扩大,推进流动人口基本公共服务均等化成为中央和地方各级政府的重要职责。采用社会福利政策框架,从受益人群、服务内容、供给渠道、资金来源四个方面分析了德国在城镇化进程中推进基本公共服务均等化的相关政策及其效果,据此提出明确公共服务主体责任、改革财政体制等政策建议,以推动我国流动人口基本公共服务均等化进程。

German Experience and Its Enlightenment on Equalization of Basic Public Services for Floating Population

After the third plenary session of the 18 th assembly of the CCP put forward the aim and task of improving the managing service for floating population, equalization of basic public service for float-ing population has become an important duty of the central and local governments. Because of the simi-lar historical development and policies, German experience in implementing equalization of basic pub-lic service is useful to our policy construction. In the framework of social welfare policy, the paper demonstrates and analyzes the related policies and effect of equal basic public service in Germany in the urbanization process from aspects of beneficiary, service content, supply channels and capital source, and puts forward relevant policy suggestions to promote equal basic public services for floating population in China.
