从我国科研产出的三个统计指标看科研成果评价体制

文章对中国科研产出的三个统计指标科技论文、鉴定与登记的科技成果和发明专利的统计数据进行分析,认为中国的科研成果评价中存在着"三重一轻"即重论文发表、重科技成果鉴定、重科研成果登记、轻专利申请的问题,由此造成了科研产出结构失衡、科研成果产权流失严重、国家要花费大量资金购买国外专利等后果。究其主要原因是:官本位思想的影响、知识产权保护意识的淡薄和激励机制的扭曲。作者建议:建立健全的科技评价、奖励制度;建立以人为本的激励机制;加强知识产权保护,切实实施专利战略和技术标准战略。

A Study of China Scientific Achievement Estimation System Base on Three Statistical Indexes

Through the analyse of three statistical indexes of our scientific research outputs, (Sci-Tech paper, registered and critical Sci-Tech achievements, Invention Patents) the auther finds out that much importance attached to sci-tech paper publishment register and judgement while applied patents is made light of. As a result, the structure of scientific research outputs is unbalanced, lots of property rights of Sci-Tech achievements were lost, too much money spent on foreign patents. The key reasons are Government official standard thought, lack of protect consciousness of intellectual Property Rights and distort of incentive mechanism. So, the author suggests that china should set up and strengthen the system of scientific estimation and encouragement, perfect incentive mechanism, strengthen protecting intellectual Property Rights, carry out Patent Strategy and Strategy of Technology Standard.
