| Abstract: | Based on the analyses of a large number of cases and investigation,the paper constructs an early-warning monitoring index system,including the stages of the occurance,development and conclusion of regional significant emergency.The system also involves the monitoring of significant emergency itself,its impact on the weakness of the target and the overall control of the prevention system. |
