| 摘 要： | 无论是在国内,还是在国外,赦免制度都有悠久的历史.然而,由于经济、政治、文化等因素的差异,各国对犯罪存在不同的理解.这就决定了当前在我国建立赦免制度的紧迫性.除此以外,赦免制度在国内也有其生存的土壤.
