新时代国民经济动员改革初探

国民经济动员作为一个国家国防动员的重要组成部分 ,良性、健康、适应时代发展的国民经济动员体制不但有利于国防建设 ,也更加有利于经济发展。从世界发展形势、未来战争的趋势以及更好地应对突发事件三个方面着眼 ,我国国民经济动员体制改革应通过加强国民经济动员思想认识、建立健全组织和管理机构、将国民经济动员与经济和科技的发展相结合、强化立法等基本措施 ,使国防建设与经济动员相辅相成、协调发展。

The Exploration of the National Economical Mobilization Reform in the New Era

National Economical Mobilization is the important component of National Defensive Mobilization and plays a vital part in defensive construction. Healthy system of this will benefit the defensive construction as well as the economic development. From the world trend of development, the prospect of future war, the preparations of dealing with incidents, to coordinate national defense and economic mobilization, the present paper gives the methodology and expounds some suggestions for the reform of the system of the national economic mobilization as follows: strengthening the awareness of domestic economic mobilization; perfecting organizations and administrative establishments; combining domestic economic mobilization and the development of economy, science, and technology; enhancing legislation.
