| 摘 要： | 通过分析高等教育投资体制、拨款机制改革面临的问题和当前高校预算管理的现状,肯定了实行预算改革给高校带来了一定的积极影响,同时也面临新的问题,提出了预算管理改革的对策和改进的思路。预算改革要以绩效为中心,建立投入产出的理财观念,建立财政拨款与用款单位绩效考核挂钩的机制,促进高校预算的科学管理。

Current budget reforms have brought forward both positive and negative impacts to the sector, and require amore reasonable and effective approach to budget management. |
